April 18, 2005:
The legislature reached its first deadline on Friday, April 15th - first committee passage of bills. Any bill not passed out of committee in the first house cannot receive any further consideration, with the exception of those bills that have a fiscal note and must go to the Finance Committee. The following list includes some of the 506 Senate bills that saw action, and my vote on them (you can follow
the link to the bill's web page):

SB 60 - Makes changes to the issuance of drivers licenses to those younger than 18 years of age. Voted in favor in committee and on the floor - passed the Senate and is in the Assembly.

SB 72 - Provides for an increased property tax refund for Senior Citizens. Voted in favor in committee and on the floor - passed the Senate and is in the Assembly.

SB 78 - Grants waivers for registration and laboratory fees for active members of Nevada National Guard. Voted in favor in committee - bill re-referred to Finance Committee.

SB 80 - Establishes requirements and procedures for consumers to place security alerts and security freezes in certain files maintained by credit reporting agencies. Voted in favor in committee - is pending on the Senate Floor.

SB 129 - Requires Legislator who is public officer or employee to take unpaid leave of absence during regular or special session of Legislature. Voted in favor on the floor - Passed the Senate and is pending in the Assembly.

SB 161 - Creates Nevada War on Terrorism Medal. Voted in favor in committee - Re-referred to Finance Committee.

SB 176 - Eliminates premium tax on annuities. Voted in favor in committee - re-referred to Finance Committee.

SB 212 - Limits time for commencement of certain morning classes in high school. Voted in favor in committee - pending on the Senate Floor.

SB 277 - This bill would have phased out all the franchise fees, or hidden taxes, that are assessed on utility bills. I voted in favor of this legislation, but it failed by a 3-4 vote in Commerce & Labor.

SB 461 - Revises provisions regarding education to increase accountability and student achievement. Voted in favor in committee - is pending on the Senate Floor.

SJR 8 - Proposes to amend Nevada Constitution to make various changes concerning initiatives and referenda. This resolution would have amended the State Constitution to provide a severability clause and allow the legislature to overturn the results of an initiative 3 years after its enactment. Voted against on the Senate Floor - Bill failed.
